U S IMPORT RULES & REGULATIONS

 

1. US Customs, Tariffs, and Harmonized System (HTS) Codes
The financial advantage of sourcing from Pakistan is reinforced at the border by favorable US tariff classifications:

      - Primary HTS Code:
        9506.62.40.80
(Inflatable balls: Footballs and soccer balls).
      -
Duty Rate: 0% (Free).
        Under standard international trade terms, soccer balls imported into the United States from
        Pakistan are duty-free.
      -
Merchandise Processing Fee (MPF) & Harbor Maintenance Fee (HMF): While duty-free, you are still subject to
        standard administrative port fees, which generally total less than 1% of the overall cargo value.



2. Retail Compliance Requirements:
(Before US Customs and Border Protection (CBP) releases your cargo,
you must ensure compliance with consumer safety regulations)

      - Children’s Product Certificate (CPC):
          If you are targeting the "Toddler/Youth" markets (Ages 12 and under), the balls are classified as
          children's products. You must provide a CPC backed by third-party laboratory testing confirming
          compliance with
CPSIA regulations (testing for lead and phthalates in the outer PU/PVC casing or inks).

     - Country of Origin Marking:
         Every single ball must be permanently and visibly stamped or printed with
"Made in Pakistan"
         to pass customs inspection.


3. Packaging Best Practices for Retailers:
(To protect your margins, specify these terms in your manufacturer contract)

   - Always Ship Deflated:
       Never allow a factory to ship balls inflated unless you are importing a tiny, high-margin premium batch.
       Shipping inflated balls eats up volumetric space (CBM), multiplying your freight costs by up to 10x.

   - Bulk Pack vs. Retail Packaging:
       Have the factory flat-pack the balls in heavy-duty, moisture-sealed poly bags inside master cartons.
       If you require retail boxes, have the boxes shipped
flat-packed in the same container.
      Assemble and insert the balls locally in USA to preserve container volume.
